Herblay (95220), officially renamed Herblay-sur-Seine since 2019, is a commune in the Val-d'Oise with approximately 29,000 inhabitants, bordering Conflans-Sainte-Honorine, Cormeilles-en-Parisis, Franconville, and Cergy.
